Pashinyan unveils draft declaration for establishing Armenia’s Fourth Republic

Prime Minister Nikol Pashinyan presented the draft declaration of the “Civil Contract” Party at the 7th convention of the party:
“The Civil Contract Party,
– relying on the people of the Republic of Armenia,
– guided by the state interests of the Republic of Armenia,
– leading the drive of the citizens of the Republic of Armenia for strengthening the independence and sovereignty of the Republic of Armenia,
– analyzing the history of the Third Republic of Armenia,
– believing in and remaining faithful to its historic mission of serving the perpetuity of the Republic of Armenia,
– welcoming the peace established between the Republic of Armenia and the Republic of Azerbaijan,
– for the sake of ensuring the freedom, security, prosperity and happiness of the Republic of Armenia and its citizens,
– for the sake of strengthening the power of the people,
– based on the ideology of the Real Armenia,

DECLARES
the establishment of the Fourth Republic of Armenia as a strategic task for the near future.
For this purpose, the “Civil Contract” Party:
Will appeal to the people in the 2026 regular parliamentary elections with a request to extend its mandate to govern the Republic of Armenia for another five years, expecting to form a constitutional majority.
Upon receiving the people’s vote of confidence in the elections, will initiate the process of adopting a new Constitution of the Republic of Armenia through a nationwide referendum.
Will rely on the Alma-Ata Declaration of 1991, on the internationally recognized sovereign territory of the Republic of Armenia of 29,743 square kilometers, and on the concept of inviolability of the borders encompassing that territory both from inside and outside.
Will intensify efforts toward Armenia’s accession to the European Union, without opposing regionalization, as well as balanced and balancing foreign policy.
Will continue to implement the mandate given by the people to establish peace and good-neighborly relations with all neighbors, and will work to institutionalize peace and good-neighborliness on the basis of the principles of territorial integrity, sovereignty, and the inviolability of internationally recognized borders.
Will encourage the ongoing and successful process of recovery of illegally acquired property through confiscation, protection of state and community interests and other legal tools, will deepen the fight against corruption, and will develop anti-corruption mechanisms.
Will continue democratic reforms, strengthening people’s power, activating transparent, inclusive, participatory and effective governance tools, advancing efforts for an independent judiciary, and further developing and strengthening other democratic institutions.
Will promote the citizens’ approach of building prosperity through education and work, will support content reforms in education and modernization of physical infrastructure, emphasizing the system-forming significance of the Academic City.
Will encourage inclusive, productive, creative, free and competitive economic activity, will continue to promote the ongoing unblocking process and provide comprehensive support to the “Crossroads of Peace” project, viewing economic development as a state interest.
The delegates of the 7th regular Convention of the “Civil Contract” Party, by adopting this Declaration, bow before all the martyrs of the Armenian people of all times—considering the establishment of the Fourth Republic of Armenia with peace, sovereignty, and territorial integrity as the most dignified way of commemorating their memory and the most valuable tribute to their sacrifice.
