Hayk Mamijanyan criticizes Hungary’s policies at PACE, citing links to Azerbaijan and lack of apology for Safarov case

At the PACE plenary session, during the debate on the report titled “Hungary’s compliance with its obligations as a member of the Council of Europe”, Head of the “I Have Honor” faction of Armenia’s National Assembly, Hayk Mamijanyan, delivered a speech:
“I would like to refer to a number of facts that demonstrate the behavioral patterns of the Hungarian authorities.
You all know that back in 2004, during a NATO event in Hungary, an Azerbaijani participant axed to death Armenian Armed Forces officer Gurgen Margaryan while he was asleep. In 2012, Hungary extradited this murderer to Azerbaijan, where he was immediately pardoned, granted a new military rank, and given an apartment. At that time, the Secretary General of the Council of Europe declared—and I quote: ‘Glorifying a convicted murderer and turning him into a hero is unacceptable’. Nevertheless, to this day, the Hungarian authorities have not issued any official apology. They are obliged to apologize to the Armenian people.
Five years later, an investigation into Azerbaijan’s money-laundering scheme revealed that in 2012—the very days of Safarov’s extradition—over 9 million US dollars had been transferred to an account in MKB Bank in Budapest.
I deliberately used the phrase ‘behavioral patterns’. This year, when EU member states decided to provide Armenia with ‘non-lethal’ military assistance through the European Peace Facility, Hungary vetoed that decision. Moreover, according to reports published in the media, just a few months before the Azerbaijani attack, Budapest had already signed contracts to assist the Azerbaijani authorities with so-called ‘village reconstruction works’ in Nagorno-Karabakh.” Mamijanyan stated.
